Big Class and Balance Changes Coming to SWTOR in 1.4
Some major changes to class abilities and balance are coming to The Old Republic in Game Update 1.4, and Senior Designer Austin Peckenpaugh has shared the details and thought processes behind these changes in a recent dev blog.
The biggest changes revolve around crowd control abilities and the resolve system, with some subsequent class changes made to flow with these modifications. 1.4 will also reevaluate stealth gameplay.

The gain logic of Resolve has also been adjusted to prevent penalizing pub gamers from rendering an enemy nigh-unstoppable when several team mates attempt to CC him at once.
