I'm sure they figured that it would restrict sales when people were saving up to buy their next gen systems. Chances are it's being readied for current consoles. Canceled a few years ago, it was supposed to be a Third person, stealth based shooter, much like Splinter Cell. some of the story was used in a Starcraft novel.
