Setup for Fallout3 on WindowsXP/7/8 (10), enabling support for 4GB LAA, Multicore and Threading. Win10 users check the notes on the description.
This should increase game performance, increasing fps and other features in the game, allowing for overall better gameplay. It should also allow for both X86 (32-bit) and X64 (64-bit) operating systems to work properly with the game. See readme for list of changes. The 4GB patch can also be used with FOSE to further improve game performance. Use with vanilla or modded games.
In most cases simply doing the following alteration to your game should allow it to run smoothly and crash free.

For Win10 users (Pre-install)
Make sure to download and install the Winlive to WinMarketPlace update with the GFWL update included also.
Also install the DX9 final release if you haven't done so previously. DX9 Final Release June2010
DX install: Download and run the file, tell it to extract to c:\dx, then after goto c:\dx and run the dxsetup file.
(For other Windows Users, please pre-install the above programs, if you have not done so before.)

Special Note: For Win10 users who had recently updated to the Anniversary Edition and could no longer run their games.
Make sure to update the graphics to the newest drivers.

Place only the D3D9.dll from the above link, in the game folder with the game exe.

Manual Install. (Get the new ENB and Sweetfx under the Additional Downloads)
Setup the game through the Launcher (start from Steam)
Setup your hardware, then exit. (If the launcher is not running, do the first 2 steps below, then set hardware.)
Make a Folder called Originals in your Fallout game folder and place a copy of the original files there. (Fallout3.exe and fallout_default.ini)
Step 1: Extract the contents of the download.
Place the Fallout_default.ini and the 4GB patch in your Fallout folder. ENB place after game and mod are running as it can cause crashes.
Game folder location. C:\Program Files (x86)\Steam\steamapps\common\Fallout 3 (goty).
Place the Fallout.ini in C:\Users\<>\Documents\My Games\Fallout3.
With the altered default file, changes are written into the fallout.ini.
Step 2: Run the 4GB patch and select the Fallout3.exe,
apply to enable 4GB LAA. You should get a patch successful screen.
Set hardware and game settings, if you have not done so. If game does not start, reboot PC for changes to take effect, then set game.
If you are playing a vanilla game or lightly modded game that doesn't require fose, you can leave the optional step out.
Use your normal launcher and the game will still benefit from the other changes, but run normally through steam, with the launcher and other normal functions.
Your game should now support 4GB LAA, Multicore and Threading.
As well as, enhanced FOV, better audio, better blood and decal effects, altered grass density and shading, plus added lines for better gameplay.

Optional Step (Recommended)
Download and install FOSE Fose.silverlock.org
Once downloaded, place in your Fallout folder, run the 4GB patch and apply it
to the fose_loader.exe. You should get a patch successful screen.
Make a shortcut to your desktop from the fose_loader.exe and launch
from this. Fose will disable Windows Live by default.
Rename the shortcut to Fallout3 and select a new icon if you like.
Start and play. (A reboot may be required)
If using fose launcher. To adjust game settings run the steam launcher, to bring up game launcher.
Extra step for full Steam support (fose)
Do this after you have verified the game is working and your hardware settings are properly set, by running the normal Steam Launcher first.
Goto your game folder (C:\Program Files (x86)\Steam\steamapps\common\Fallout 3 (goty)),
place the FalloutLauncher.exe in the Originals folder. (Create the folder if you have not done so.) Rename the fose_loader.exe to FalloutLauncher.exe.
Start from Steam.
In order to bring up the original steam launcher, open the game folder and drag and drop the renamed fose_loader to the desktop, then from the originals folder, copy the launcher, then paste a copy into the game folder. Run it and the launcher will come up, adjust the settings and close it off. After you finish setting the hardware, just drag the renamed fose loader back into the game folder and overwrite the copy of the original to return it to the fose launcher.

- These following downloads are only if you have an Intel Graphics, an older ATI or an older PC.
Place only the D3D9.dll from the above links, in the game folder with the game exe.
- (GFWL) Winlive update. Which can be found here. (Fix for The ordinal # could not be located in the dynamic link library xlive.dll)
- DX9 Final Release. Seeing as systems, including Win7 through to Win10, did not come with this fully installed. (Fix for any missing DX files or links)

One last note.
- If using the Unofficial Patch, please uninstall it as it can cause random crashes.
- Do not run with multiple monitors or set above 1920x1080 screensize, as this will likely prevent the game from starting.
First set it up at 1920x1080, then test the higher settings. Tested with DSR, will work upto maximum resolution 3800x

- As well, if you prefer the normal pipboy, alter this line in the fallout_default and fallout.ini fPipboy1stPers to it's default of 47.00

*If for some reason the game does not start after patching, first try a reboot (shut down your PC and restart it).*
