Thank you for adjusting the costs of education and administration, this has given a good improvement in the game economy.

One problem I notice is that several countries have their literacy rate at 1%, which makes them far behind in technological level. An example in the game Brazil has only 1% of its literate population, but in real life was 46% of the population that was literate in 1945.

And some countries are with their political parties incomplete. If you want, I can help with Brazil, because I'm Brazilian. I do not know how to program, but I can send you a list of the names of the parties, their ideologies, and the years in which they existed.

As sett pointed the literacy (maybe he can change the name to higher education who knows) are those with higher education beyond high school level as we transition from merely being able to read and write to go to school in certain fields. The 1% Brazillian literacy rate make sense as Brazil for a very long only the wealthiest of citizens can afford a proper education. The twenty years dictatorship in Brazil lasting up until the late 80s causes the neglects and social collapse of funding for higher education, especially for the poorer citizens and blacks. It wasn't until 1990 where Brazil higher education took off. I think it would be an interesting event to add to slightly improve Brazil's education growth, but that's up to him.

Literacy in the mod represents higher education so the levels will be low in the 1946 start.

      Sure, thank you!

Is it possible to form shared armament based decision? Pretty much a decision to adopt a shared weapon doctrine giving NATO and Warsaw Pact members a shared military armament doctrine that gives bonuses and negatives. Also perhaps something similar to the Supersonic Jetliner decision so that great powers can sell 'arms' to other nations giving them some bonuses as well in return for money. Thus, there's a competition to transfer their military weapons to allies or interests.

This is a good idea, I will implement it along side a planned black market feature.

I was wondering if it was possible to convert saves from campaigns in the base game, PDM, or HPM to be compatible to play using your bad, simply farther into the future? If not, have you ever thought of doing something like that? If I recall, the NWO mod had something akin to that, so at least I think it MIGHT be possible?

Unfortunately it is not possible as a converter has not been created for CWE. I do not intend to create a converter as it is too difficult.
