    I’m at exactly the same spot here.. I earned the $500k and feel this was the end of this scenario but it didn’t give me the option to keep playing or win…. is this the end or does it keep going?

    I know the map. Not possible, at least not as far as I’ve tried. I tried to build a Road under them, found out the game wouldn’t allow that, so I tried to Demolish the ‘arc’, and couldn’t do that, either. Just have to adjust your plan.

    Hi all,

    Just completed Mission 4: IMPORTant Business with a fun little strategy that I wanted to share. It’s a bit long but then you get to play with all the new buildings early. For avatars, I like to build my own and use the same setup every time for the challenge.

    Main rule is to avoid building a Customs House for as long as possible – this triggers the events and other main missions – and you need to hold off on the missions because they’re either quick or time-limited.

    Instead, set about building ranches and a furniture industry on the fertile side of the island. Use this money to do a bit of building up your main town and tweaking your transport networks (I like to move the garage and tenement to somewhere better for my road layout). Emphasise housing, healthcare, religion and entertainment (in that order) as you’ll be needing a lot of workers. Also build three fishing wharfs on the smaller beach near the town.

    Keep an eye on your income, it’s going to go up and down a lot with all the trading (at the end I had it changing by over £100k in seconds). Try to avoid the red but it will happen – and then it’s more important to be getting in and out of bigger debts quickly than playing with smaller debts for longer. Be patient and wait for the cash to build up into big numbers.

    By now you’ll need electricity (build a hospital asap), government (with social security, food for the people, pollution standards and other nice things), two police stations (one set to secret police) and at least one armoury and one army base. Build a couple of canneries near your docks and build another docks next to the existing one (but make sure there’s space left for a third). For housing, you can make do with country houses out in the sticks near your industry, but nothing less than apartments in town (after the initial couple of tenements).

    Whilst all this is going on use the optional missions as useful – you need to build a Cosmic Pin expand your industry to rum and cigars anyway. I banked the mansions one for a quick dose of cash and happy people later.

    Now start building up your tourist industry. Ignore the advice and convert the ruins near the town into an attraction. Build two tourist docks on the remaining beach and add a garage, but squeeze the docks in to the left side to save room for later. Build another garage, a couple of hotels and some cheaper entertainment / attractions near the ruins.

    At this point my people were starting to get annoyed so I sorted that out by doing the usual in town. Ideally make sure you have spare cash to do a few urgent things quickly, but this shouldn’t be a problem if you have sufficient industry and are slowly working on the tourism (the fun part of this strategy is you get serious amounts of cash before the market problems kick in). If you’re still waiting for the side mission to build the extra docks I didn’t work out what triggers it, so might be worth doing it about here anyway and missing the cash.

    Keep building up the industry and tourism. For industry you’ll need ranches producing salted meat (early on) and factories upgraded with some producing the better quality goods (spread your production to maximise exports). For tourism, turn the area near the ruins into a mid-range destination (build the blimp here when you get the mission), and turn the beach area into a VIP destination with all the expensive kit you can cram in. You’ll need a lot of infrastructure to support all the different settlement areas, but I did manage to power it all with wind farms to keep the environmentalists happy (they get very annoyed with all the industry and logging, so keep a close eye on them and keep them appeased). Finally, grow your town out to the ruins to maximise the entertainment access.

    Now (and I was past year 2000 when I did this) – wait for a decent bank balance and finally build the Customs House. At this point all hell will break loose because you’ll have done the necessary to complete most of the missions, but there’s very little you actually need to do other than keeping an eye on your people and build a couple of things such as the blimp.

    And that’s Mission 3 done the long way :-)

    I just bought tropico and i don’t like it that much. the music is ok for a few hours but can easily get on my nerves. it’s also way too difficult and it has way too much things that ok are there but don’t make a difference in the course of the game. not enough immigrants are pouring in and people are complaining about their rent but don’t go to work…

    Recruit as many Soldiers and Generals as you can, sir!

    I only played the first tropico and then jump to this tropico and i like it!

    After couple of missions you’ll get the basic strategy the only thing that bothers me is the construction time. Adding construction team would only adding unnecessary burden to more housing, food and eventually services. Not to mention adding the teamster to get the business going.

    Any thought about this? (don’t tell me to use the cheat:p)

    I found that the “Booze Baron” setting in the custom avator is quite suitable for all missions. You can grow sugar on any island and it is possible to build a destillery within the first 5 years, even if it means to go into the reds for a year or two, it’s definetely worth it. Afterwards you have enough money to build up your happiness…

    Here´s a tip on how to beat mission 11: Fruity Bussiness

    The first objective requires you to build an Inmigration Office. DO NOT BUILD IT, the reason is that it requires specialized people and the upkeep generates a lot of trouble.

    Start by building tenments and farms, try to build the salt mine in the beach. Build Corn and papaya farms and some Tobacco ones. It might be normal that during the first minutes you get a deficit becasue of the low exportations and the low workforce on your farms.

    Once you have developed your city a bit and you have a high school to make your own High school workers. Build a Cigar factory to process the Tobacco from the farms and turn them into Cigars (Much more valuable than the Tobacco itself).

    Build the Inmigration office and set to ¨Skilled Workers¨ so more educated people come to your island.

    Be sure to develop more your economy by improving agriculture, mining and industry. In this mission it is not necessary to depend on Tourism since it´s not so important and the land is not so suitable

    I’m on mission 19: perestroika and in mission of Private Property – Agent Sasha (Have 2 Private Buildings).

    The thing is i don’t understand how Stock Exchange/Investment works. I already built SE, and the investment opportunity popping out. I clicked them (salt mine), i built all possible salt mine but still the task says i don’t complete the task. How come? i already built all possible salt, set the wage like they ask it. Why?

    You have to fulfill the contract, that means build all the necessary buildings, set wages/ establish happiness. And export the productsfor some time.

    Just one tips:
    Build 4-5 “Cannery Factory” ,Allow Import and then set Import volume at dock to no limit. You will see the money come to your treasury a lot.
    Try this and never headache about the money any more.

    I read all the strategy guides and they are all crap as far as I’m concerned. I played this game for a while and at this point 95% of the time I’ll use this strategy.
    Use booze baron, for traits use hardworking, entrepreneur, and scholarly.
    This strategy is based around rum production which is awesome in a few ways. With booze baron it’s one of the most expensive things you can produce. You can also import sugar which is cheaper in retrospect then maintaining additional population which need to have all their needs satisfied. Rum factories also have a lot of workers in them, while not taking up a lot of real estate. Finally rum produces little pollution.

    Start by setting your farms to produce sugar, both of them. Quick build gold mines (assuming there are deposits). If not, mine other metals. Fire all but one dock worker (in fact I go through most scenarios having just one dock worker per dock). Fire 3/4 soldiers and prevent rehiring in palace and dock. Start quick building shanties near your garage – your goal is to get everyone out of the shack. This is especially important when you have distant mines otherwise they will put a shack down near mine and start walking insane distances. You can get everyone into a shanty for probably a $1-2k.
    After about first year your food/healthcare would have dropped below 40 so drop a humanitarian aid camp. This thing is awesome – you don’t need to worry about making food or healthcare for first 5 years of the game, giving you sooo much more freedom to do other things.
    Drop a pub as it’s cheap and provides some form of entertainment. Start saving money. As soon as you have enough build a jewelery factory if you’re mining gold. If no gold, build rum distillery. If more immigrants arrive start building sugar farms and having them live in shanties. After the first factory is built, pop down a high school. Hire a few foreign teachers to staff it. After high school is built make a church as at this point people are whining about religion.

    At this point I create a foreign office. Immediately hire education minister – activate literacy program, and foreign affairs – activate ussr development aid for cheap tenaments/appartments. At this point you can stop building shanties and focus on tenements. Quick build things that are cheap, have builders construct more expensive buildings. Put down a customs office and set to open doors – you’re probably short on people by this point in the game. At this point I put down a rum factory right across from the dock. Allow imports and keep at least 10k on cash when freighter arrives to allow imports to the rum factory. At this point you should be racking in about 50k per ship. Build college to get a jump start on education, and tv stations as soon as you can afford it (often i quickbuild tv station if i can afford it). Hire an economy minister and as soon as tv is built activate industry campaign and watch the cash start to roll in. Have it playing learning with larry and preferably be in range of your factories and school/college.

    Allow palace guards to bet their jobs back, make a police station and start building more rum factories right across from the docks. Keep an eye out on foreign aid camp as it will disappear eventually. You want to have 2 marketplaces in place by then and quickly build a hospital right after it disappears.

    Some tips:
    - beachfront real estate is precious as it is required by some buildings to be built. Save it for docks and nuclear reactor. I usually have at least 1 dock per rum factory.
    - maximize profits per person on the island. why have 20 people working at corn farms when you can have a few marketplaces and import food. instead have those 20 people turned into another rum distillery and generate about 100k per year.
    - control population with immigration office, you don’t want more then 1 empty space on your sugar farms, but make sure you can keep up with pace of expansion.
    - early in the game think about city planning. as population climbs past 150 you going to start having traffic jams. Have an efficient network of roads with alternate routes to get to the dock.
    - open up docks for unlimited imports
    - build 2 wind turbines early in the game, then add nuke power plant a few years later. as soon as nuke plant start producing power (after uranium is imported), demolish turbines as they cost a lot to maintain.
    - if you keep rum distilleries right next to docks, you can import sugar and put people on farms to better use. also, if you start encountering gridlock problems and teamsters aren’t as efficient (which you will eventually), the workers will transport goods to the dock themselves because it’s literally right across the street.
    - once you’re nice and rich, build an airport and keep issuing ussr trade mission. if you’re lucky you will get one that boosts e rum export price even more.
    - customs office is nice to boost export prices even further.
    - keep watching high school to make sure people are getting trained. if people stopped enrolling, start adding more buildings that need high school workers (if in doubt – new rum distillery).
    - Nuke plant solves power issues once and for all
    - Don’t piss off china – you need their sugar imports
    - Build garages strategically and place houses around them. Improves efficiency of the whole system significantly
    - Get rid of mines once you don’t rely on them for income. I find in later stages of the game you actually end up with shortage of uneducated people, so put them to good use like working garages, sugar farms and entertainment.
    - If you don’t produce food domestically, make sure you have enough docks to import food. Only 500 units of food will come per dock, I found one dock+market will feed aprox 50-70 people before they start complaining.
    - Quick build pretty much everything once you can afford it. Demolish old structures and replace with better ones (shanties are first to go, then tenements – replace with a combination of apartment and condos).
    - Activate pollution standards and anti-litter edicts to help save on building garbage dumps.
    - Place military structures, and things like immigration office, customs, and ministry out of the main area of the city (somewhere on the outskirts). This will reduce road traffic generated by those citizens in the city and save real estate space which becomes more and more valuable further in the game. Later in the game you can relocate your college and high school out of the city as well to ease gridlock on roads. This secondary area should also include housing, church, clinic and some form of entertainment to prevent people from traveling back to city.

    - Build an airport. Build a bungalow, make sure nobody works in it. This will allow you to build a blimp attraction. Put it down in the city, and have it set to presidential presence. It’s awesome as most of your city will now be boosted as if president visited them. Keep worker at the airport only long enough to activate trade missions. Fire them afterwards as it’s just a waste of money if you’re not doing tourism.

    With this strategy I can consistently make enough cash then I can spend by about 8-10 years into the game, ranking in about 500k per year. None of the other strategies I’ve seen offer anything even remotely close to this level of efficiency.

    In have just started the game and have a mission/challenge to export 500 fish. I have built a dock with a cannery right next to it, but there are no exports of fish going out! What am I doing wrong? I can’t find a strategy guide in any of the stores near me and with this game being so complex, one is definitely needed!

    I did built a fisherman’s wharf before the cannery because I thought I need ed on for the mission to export the fish. Anyways, the next time I turned the game on, it started working. weird, huh? I did have another problem. On the second mission, I built a few salt mines which were producing a lot of salt, but it wasn’t exporting anything!I built more teamster offices, but it didn’t seem to help. Is there a glitch in the game?

    My tactic playing Fidel:

    1) When you start the game, directly build another construction office
    2) Build 4 or 5 coffee-farms (or sugar if coffee isn’t available)
    3) Save up for a cannery and build one opposite the dock
    4) Build a high school
    5) Start exploiting the coffee-bussiness!!!

    I don’t think Stewart-Haas will be attempting to expand with a 3rd team until GM gets out of Chapter 11. It is more likely that S-H will go after Bass Pro’s sponsorship to fill out the 39s schedule in 2010. The Army sponsorship is year-to-year and doesn’t cover the whole, 36-race season.

    DONT BUILD WHAT THEY ASK FOR THE MISSION!
    The game becomes to easy once you find out this trick:
    Build your character booze baron with /+20% factory prod/hardworking/-15% building cost/scolary. (etc)

    1) Fire all workers that you don’t need at start: 1 from garage’s/ 3 from dock/5 teamsters/2 palace/ etc.
    2) Double the salaries and raise the construction office salaries a bit more then double.
    3) Issue edicts free housing/food/social security AND most important:”human aid” ASAP!
    4) Then build in this priority and let your president boost the building speed:
    - Garage/4 sugar farm (in good (green)area)/tenement. Built them close together so president can easily boost them. Next build a rum distillery near a different garage.
    5) After this id go for a second tenement/immigration office/high school and upgrades for the factory. By then sick cash will be coming in and a lot of immigrants! Because of your high salaries.
    6) Repeat same combination if you need more cash.
    7) Now start on working off your missions with “quick build” ;) ..

    I think in the next version they should have a bit pre fixed different characters with different story lines but with the same maps. So once your done you can try next character and develop new tactic.

    BTW if your produced products are not being exported that usually means its being consumed before its exported! So you will have to produce more. Or make sure that there is enough other food so you can export some of your fish..

    However I don’t agree with your name i do agree with your tactic! in addition raising the salaries will give you a lot more immigrants(i remember at 1 point getting 56 immigrants from 1 ship).
    I prefer not to import sugar as thats usually not enough for a steady input.

    Jesse, defcon can only pushed to lv 5 with pan-carribean summit, otherwise it can be increased above 5.. such as build army base on ur own, etc.

    but i think its better to get some advantages from the proposal which reduce the defcon. as long as ur DEFCON wont be 1(that means if u get the DEFCON to 1, u’ll lose)

    Hi! I am stuck on mission 9. I lost a few times! twice because I was invaded and twice because people didnt like my leadership? I don’t really know what I’m doing wrong. I’m trying to make profits as much as I can. It’s hard to maintain a high happyness level.. Maybe that’s why?

    I am stuck on mission 4. The only objective i have left is to import 500 luxury goods, and even though i am allowing the import of luxury goods, none are ever imported no matter what.

    re: vane I am at mission 9 as well. It is hard to keep up will all the scenario demands/increased population as you complete each story task. I think I will try to restart without triggering the 50 mime migration, try building a stable economic base before I go nuts on completing the objectives.

    I’m at level 7, but it stops. I’m going to build a Nuclear Power Plant, but is told “its currently not available. Penultimo lost the blue print”.
    Anybody know what to do? I am in the year 2007 … I’m tired now .. hehe

    i have finished level 5.completed 5 world records (not 7) and built a mauloseium.the mission then ends but goes straight to the first level and doesnt carry on to level 6? is this because i havent completed the 7 world records?

    stuck on private building mission. Every time i select a building from the list provided in the stock exchange and build it nothing happens. Any advice?

    They’ve updated the game since this came out, so the guide is kind of out of date. If you look around your island, you will eventually find a red (!) mark. You’ll find you have to build a shopping mall and import 500 luxuries (easy), and then your REAL final objective is to have at least 40 factory workers.

    How to do the latter? I prefered to get my lumber industry going: 4 lumber yards to the western section, 2 lumber mills and 1 furniture factory. Set all lumber yards to Selective Harvest, build a Horticultural station nearby them, and build some housing near them. Also, build all upgrades on them (yes, even the pollution making ones, unless you’re all touristy here). If the yards say they don’t have enough wood to work with, just plunk some trees down yourself and wait. Not only will this produce the required number of workers, it will also make you some money in the meantime so you won’t go broke making useless factories.

    how do you start mission 19 everytime I start playing it’s an empty Island I start with 25000 45 seconds later it ends saying I failed how do I win this mission?
