When I try to get on Age of Empires II on GameSpy, I can get on when I create a room, but others can't join, and when I try to join I cannot. I disable Norton And my Agnitum Outpost Firewall, but cannot get on. Is there a problem with my router?:(

I need advice quite badly

It could be that you have an unforwarded port - the port you're trying to host from.

Search google for AOE2's ports. Shouldn't be too hard to find. Then go into your router's site and change the port settings to include the AOE2 ports as forwarded. It should work :)

Unfortuately, I have no idea how to do this. Belkin does not seem to allow you to change ports very easily, unless I just don't know the correct places to look. The ports required, however, are: 47624 2300-2400

Unfortunately, I'm not much of an expert either.

I think maybe this could help: http://www.portforward.com/

Do you think I need a static IP address for it to work? Because I have NO idea on how to set one up, and I DEFINITELY do not want to get into trouble because I messed up my computer.

Static IPs are very useful.

I think you need one to host online games/host stuff/all that jazz.

To get one, just call your ISP and ask if you can get a static ip. They might charge something...I have no idea.
