At the bottom of every single page on the network and forums.

Section three, paragraph one of the Terms of Use covers the bit I think your looking for.

News items on the "game specific" network sites are approved at the staffs discretion and can be edited prior to adding to the site itself. A personal news item should only be submitted and approved if it is game related (as in mod, map and so on) A news item about what you did today or what you want to see is not appropriate for a network site and instead should be posted in the forums here.

A news item about developer or game (as in a official release or news) should be accompanied by a source unless it is a rumour then it should be clearly marked that it is just that. But again rumour news items may be rejected by staff.

Advertising news items is a no-no. Submitting a news item about a discount for a server provider (for example) is simply not on. Advertising can only be done in the forums "shameless advertiser" section. Filefront does not ask you for money so it is only right that the service provided to you is not exploited by its members to make a profit. However each site does have its own affiliates section so if it is advertising then you can always speak to the site managers about that.
