Make it so that the Lee Enfield and the 98k can't be reloaded without expending all ammo bolt action rifle were rarely reloaded when there was still ammo in the magazine.

Monjorobhow will that "tone down" the rifle?

It would tone down the rifle by a little bit - if you have 1-2 ammo, I for one wouldn't do close combat that much with a rifle, when I know I can't reload before I've used the remaining ammo.

I think rifles should take longer to reload too.
