If you're talking about battlefield 2 soldier skins go to Battlefield 2142 Download Files, Download Battlefield 2142 Patches - FileFront.com . You can download mods, skins, maps, and other good things there. Courtesy of FileFront and the members and people who busted their asses to make them.

If you know how to do some 3d graphics, mapping, and coding. You have to do LOADS of work and it takes a long time to do.

ok, First, Download a .dds file converter. Then you can find all the skins in ...EA games/Battlefield 2/mods/bf2/objects_client.zip. The skins will be in folders labeled "textures" copy the .dds file out of BF2 into where ever you want, then convert them to a format that you can edit with photoshop or pain or any other photo editor. (The dds files that are just blue and almost look 3D {you'll figure out what I'm talking abut when you see them} you don't need those.) So after you've edited the textures/skin to what you want, convert the files back into dds files, then put them in your od's objects_client, make sure you use the same folder structure in your mod as BF2 uses for the textures.

oh, sry, you need to make the picture small enough with your photo editor, then you can paste it over the skin file, if you want to beagle to see what the picture was when you paste it over something like a tank where the file is a flat representation of a 3D image, then you will have to make the pic even smaller so that you can fit it onto every section of the skin. But if your going to paste it on a building skin, it's a bit easier because the building skins are just one small flat piece that repeats many times around the building. So I really only recommend pasting pics on buildings, not soldiers, but you still can.

You got it, if you start asking anymore advanced questions, I suggest that you post at bf2editor.org rather than here, people are better at modding there.
