YEs he can buy that card and be flustered. You can buy a prebuild from dell or gateway or any other supplier, just be sure it has an AGP slot or PCI-E( not PCI ). Depends on your budget really ... You could get a 9600 xt 256 ( 70 usd) and that will handle this game really well... Problem is, you need the AGP slot.
Most newer OEM systems i have seen use PCI-E.
I forgot two things: With Dell you can finance your rig. And if you do decide to buy a new comp, look for tax loopholes so that your taxes pay for it. (i.e. if you are a contracted laborer, business owner, student or you work at home.) Computers are an everyday part of life that Uncle Sam usually will allow you claim as a deduction. Just dont tell him you're using it to game!
Just about any decent seller can provide finance, heck even I can provide finance for ppl buying computers, but only in Australia sorry! Oh yes, fully claimable and tax deductible to.

Not quite.. Not all new prebuilds use pcie, most are still using integrated graphics. Hence the issue of doing your own research before you buy.

What i ment was most newer OEM computers either ship with PCI-E or they don't. As in, no AGP. All of the newer dells i have seen have shipped with PCI-E.
