I'm curious to know what problems you're having with windows 7 with RotWK, I've had no problems at all, can you please describe what is actually happening and how game fails to load? What errors come up?

Have you checked the link I posted? There are some useful suggestions there that might help you. Note the one about creating the .ini file and try it. :)

This is probably a stupid question, but where did you put the file? To your Battle for Middle Earth folder or Rise of the Witch King folder? Instructions are written for Battle for Middle Earth, but since that game works for you and you're having problem with Rise of the Witch King, you have to put the file to your Rise of the Witch King folder.

Here's another thing you can try. Go to the folder where you installed the game. Look for executable (.exe) file, right-click on it and choose Properties. Go to Compatibility tab. Enable Compatibility mode and set it for Windows XP (Service Pack 2 or 3). From the fields below, opt to disable visual themes and desktop composition. At the bottom, enable the option that says "Run this program as an administrator". Click OK to save the changes.

Now try running the game directly from that file. Don't use any shortcut or a launcher.

Ah, so that was the problem. Different language versions. Interesting.

And no, I don't play this game. I never did. I don't even have any of Battle for Middle Earth games. I watched my friend play it a few times, but it's not my kind of a game. I just hang around here and try to give some tech support to those who come asking for help, even if I don't have the game in question. :)
