Well back when they were making the gam ethey said that they were gonna be making the game very easy to mod

HA! EA/Dice lied to us all then. Barely any information is given in the mod package, and the only ways some of the modders for this game got anywhere is purely by painstaking trial and error. Once you get the understanding of packing/unpacking procedures, and the games filestructure system, its not so hard to mod some of the little things. There are still lots of things that are going to be cryptic at that point, and so you just have to experiment with the code and see what kind of results you get when testing. Then fine tune it to what u want. In my opinion, I have seen far better mod tools and instructions for other games, and I was dissapointed with the amount of info that was left unexplained. A good way to gauge how easy a game is to mod is to look at the current mods available, and how far along the ones in dev are. It seems like it will be a long time, and this game will be very outdated by the time a really big mod is completed. Its also going to have to be a team with some experience, not just a couple of people. Currently this game has been out for almost half a year, and not a single large mod is even close to a real release. So if you look and compare to other games, its a good indication of how it is a bit difficult to mod for this game. I think part of the reason is how complex the code for models are, each model is split up into subparts that all have to have their own code definition for how that part works, and even the weapons have each part as a seperate file which is combined ingame to one model using the code. I got into doing some weapons modeling and mods, and found each model has different LOD's (level of details) Making the amount of work to change one model sometimes triple. This is because there is a model for when you are close, and one that is lower detail for when its far away. Also a seperate model for first person view. Many games I have modded for usually handle LOD automatically, but for BFV its something you have to worry about. Just one of the many things that would have made life easier for modders which the Devs decided not to worry about. I think that anyone can make a mod for this game, but the amount of work it takes to fully convert the game would take a team, and a LONG, tedious devotion.
