Is it actually true, or do Starbases not have shields? In the game they don't, but it's a starbase! It wouldn't have some HUUUUUUUUUUUUGE shield generator in there somewhere?
I don't think anyone knows for sure. a Starbase has never been mentioned "Raising Shields" in Trek.
However, given their importance and scale of construction, I would thingk it would be a wise choice if they were equipped with them. Is WOULD require a massive shield grid and a lot of power, but I'm guessing power isn't something a Spacedock-type starbase would be short on.
Go to www.ditl.org and click on the starbase. There are two types that look identicle, spacedock (TMP era) and starbase (TNG era). Both have VERY powerful sheilds and thousands of phaser and torpedo launchers! The TNG starbase was built to be able to fight a borg cube and win. Both are differnt sizes too, the TNG one was built because the Galaxy class was just too darn big to fit through the doors...
Actually, the TNG Starbase (Starbase 74-type) was built before they even knew about the Borg.
DITL is one of my favorite sites, but his specs on the shields and armament of a Starbase ARE simply speculation.
Hopefully I'll be able to find out the shield strength of a starbase in the Omnipedia when I get it. Thanks for the link! ^^

most starbases do not have shielding, not so much as it being cost prohibitive as far as power consumption, but for practical reasons. most starbases have a fairly steady influx of ships, and are usually close to orbital defense platforms. DS9 is as far as canon has shown (IE what I've seen in the shows and movies) the only station in the federation with shielding. although it seems the outposts across the romulan nuetral zone had some shielding.
the daystrom site is great, but most of the info is not canon, much of it is from technical manuals and pure educated guesses. technical manuals are not canon either BTW, a great example is the defiant: listed as having 4 decks in the DS9 tech manual, but damage was reported to decks 5 and 6 on the show. not to mention the manual says it only has two torpedo tubes on fore and one aft, despite the show clearly illustrating it fire from two places in the front, and not even where the tech manual lists the foreward torp tube as being!
I think smaller outposts probably have some shielding. in 'balance of terror', and I may be wrong, the romulan bird of prey's plasma weapon ripped through shielding of the outposts as if it weren't there.
b'Qi Telaris, but think about it though. A starbase would be a sitting duck if a huge asteroid or meteor shower came through. Then there'd be a lot of dents without shields.
Indeed, but if you know how the military works you know that no one EVER builds an outpost and not arm it. Moreover, it is a STARBASE after all the most important word being BASE. The thing isn't just there to look pretty, and since it does have ships coming in and out, it has to have some defensive security remembering what happened in Wrath of Khan. Moreover, what would happen if say a large ship ran into the thing? Without shields it'd be badly damaged considering Trek ships are giant tubs of flying anti-matter! It would be completely stupid and suicidle to not include heafty shielding on starbase. Accidents do happen after all, and you need some sort of planitary defense incase of an invasion.
About the ship crashing into a starbase, even shields wouldn't stop that - the ship would just go right through. At that point the explosion would be contained, thus increasing the amount of damage to the starbase, and all of the surrounding ships.
