I recently installed ATP1 into my game and was well impresed with the results. Ablative Armour? Damned useful. MVS? I'll have one of whatever he's smokin'. Advanced tractor beams I hear you say? Feel my allmighty Borgish wrath.Phase Cloak? Um. Er. Well actually... Why would any race actually develop that...? I mean, yeah, okay, watch (or prehaps not as is appropriate) as I fade into nothingness. Thats pretty useful but that comes standard on any cloaking device, any good cloaking that is, so no major bonuses there. But um, yay, I can move through stuff except planets and that only really leaves ships which on the whole aern't going to sit around long enough to let me move through them and recloaking in them should result in instadeath in reality but not in game so thats all right then. Whoop-de-doo... Am I missing something here? I just cannot see any practical use for such a device in the game and, for that matter, in reality. Why would the Romulans, a seeming intelligent race (but hey, we say that about the Human Race and look at what we get up to!) devote such time and resources to such a useless invention? Don't get me wrong, I like seeing it in game as part of ATP, a nice touch. Pretty cool thing. Just. Completley. And. Utterly. Bloody. Useless. So, AM I missing something fundamental? ENLIGHTEN ME WISE PEOPLE!!!:uhm:

You could sneak a ship right through a base and set the ship to blow! Plus you can escape asteroids :)

Yes, ATP is in the outdated abyss of BC files - ATP1 came out ages ago, ATP2 came out, so ATP1 went into abyss, then there was a problem with ATP2, so it was retracted and for some reason, ATP1 is still in the abyss. You can download it fine from there though.

As for phased cloaking. The Romulans have always had this minor problem, the cloaking devices they use aren't that effective. The original ones could be counteracted by motion sensors (TOS) the ones in TNG required careful attention to emmissions and a slightly misaligned warp coil could cause detection. You can't fire under them, you have a serious shield problem and things can crash into you. By the end of TNG, tachyon fields had been established along the Romulan border to see anything moving in, though any particle beam had been used in the past. The Romulans wanted phased cloaking as this is immune to motion sensors - the particles just pass right through them, even the graviton listening posts the Federation used before the tachyon field. Also, phasing allows, after the main interphase is undergone, further phasing of torpedoes - in short, they could be set to fire. Thirdly, and most importantly, what military power wouldn't want to be able to pass freely through the walls of a starbase or even the command centres of the Federation and take notes of what was being said in there?

Then there is the option, mentioned above, that your phased ship could uncloak in the station's power plant and assasinate entire councils or meetings with very little evidence of the perputrators left until it is too late. News spreads faster than warp ten and a little disinformation can go a long way...

Besides, its very useful if you're fighting a lot of ships in an asteroid field and want to lead them into some kind of trap... or simply have the piloting skills of a certain ms Troi and want to avoid any little mishaps...

"I see no ships."! Plenty of mighty thanks to you kind sir for it was to be that I was unaware of the motion detection evils. At least until I read the intellectual goldmine that is the Daystrom Institute website minutes, bare minutes I tell you, before you replied to my post with your well written answer. Oh, such irony... Ah well, much was learnt yet so much more is yet to be discovered; the devious devices use in game is riddle yet unanswered. Maybe if the fire while cloaked mod presents itself to our screens...
