Hi I run a 24 man server which runs fine until people come in with pings below 180 (as thats my limit) but sometimes certain people will sit over 200 and start to cause me lag issues. Is there a way I can set it to automatically remove people with a high ping and let them know why they were removed so they can stop whatever they have causing the lag, or even change where they play so everything runs better for both of us?

Yes, there's a couple ways you can do that.

First, open your server's .cfg file and make this entry:

set sv_maxping "200"

That will prevent people from initially connecting if their ping is over 200. BUT, if someone's ping gets bad AFTER they are playing, it won't autokick them. You'll need another program for that. Check out the following which claim they do that (no personal experience though):
