It depends on the gametype how you 'place' the spawn points, but basically you right click in the grid where you want to place the spawn point, then left click mp > mp_allies/axis_tdm_spawn (for example).

Planning your spawn points is the 'secret' of a good map. Get them wrong, and the map may be rendered unplayable. Spawn points which are wrongly placed, too many, too close together, etc, will ruin a good game. dont place spawn points so that you create a spawn 'trap' where the players on that point can't get out.

Different gametypes require more planning than others. S&D and HQ are perhaps the trickiest as they are wholly dependent on the layout of the map and a good understanding of the gametype. Dont try and build a gametype into your map if you have never played it, as you wont really know what the gametype requires.

learn C++, the language that the scripts are in. Then learn the conventions of a gametype. then think about a gametype, and how you might accomplish it.

There is an online Teach Yourself C++ that can be found here:

Get through that, and you will have made a start to scripting a gametype.
