You can mod almost anything, with exception of skins and models, with almost NO programs whatsoever! All you need is NotePad, WordPad, or EditPad (you're choice) and you can start editing them.
The only other program you'd need is either WinRAR or PakScape (I think?) to open the .pk3 files. Everything, with exception of skins, models, sounds, textures, and various other things, can be opened with NotePad.
To make skins, you need Photoshop and a .DDS plugin. For modeling, you'd need a 3d modeling program such as 3DS Max, Lightray 3D, etc.
I think GMAX might be able to open models, but I'm not too sure.

Is there ever going to be mods beyond skins and weapon mods? I just bought this game and I was hoping for a more better modding community.

Actually, you can make models, maps, etc. Try ModsOnline. They have a vibrant modding community. There they have tutorials, forums, pretty much anything you want for beginning modding.
Don't forget to check out CoDFiles for everything related to Call of Duty!

I'm sure there is, but the best way to learn is to try stuff yourself. Ask at the ModsOnline Forums for more info on that. I'm sure plenty of people would be happy to help. If you need a starter guide, I'll make you one.
A note: to mod you need some tools such as WinRAR (free/shareware), PakScape, and a text editor such as NotePad or EditPad. If you want to script (i.e. make objects move, interact, and such) I would suggest a little C or C++ programming skills. It's not that hard to learn, though.
If you need any help, just ask here or post a thread in the CoD section of our Forums and we'll help you. Also, if you like, post a thread at ModsOnline. There are a lot of scripters, mappers, etc. there so they can help you as well.
