I got a simple map (just for testing this idiot problem) created, and filled in all the worldspawn parameters at the entity's menu (I used the standard mp_chateaunight values). So I compiled the map (with a sky box which isn't leaking). Go http://modsonline.com/Tutorials-read-182.html because there's a certain way to get the flare to work when compiling.
