You can. Over the years with the COD series, I have made hundreds.

In fact, right now I have 3 servers running from my home server box (dedicated).

Your problem is that you aren't the Master in the network, hence you dont have an internet IP, you only have a local one. You must have an internet IP, so people can connect to it.

We've been through all this before in other posts/threads Brontox. You know what you should do, why not go and do it? If not, give it up. Simple really.

complicated? not at all, if you start the game and write in the console \map mp_carentan it starts up a server. the network problems are not the developers responsibility

Well it's more complicated than clicking on "Start A New Server" in the main menu.

LOL, how? You click on 'Start a New Server', select 'Internet' > 'Yes' (which means dedicated), choose your gametype and other perameters, and click 'Start'. Job done! Your dedicated server will be running as a console.

If you choose 'Internet' > 'No', that will run a Listern Server - a server where client and server are one.

I dont know what could be simpler.

I meant the thing with the dedicated.cfg file is more complicated. BTW do you know about any free server making site (the ones that you just give them the info of what you want on your server and they just run it for free)?
