I have yet to see it yet but I can tell that relic is just asking for it when they make a game where they allow players to destroy their own resources.....or that of their teammates..... I realize that only a true dipshit would do that but sadly those can be found in ample supply. my question is: what are (if any) the limitations on using the scorched earth ability on your team mates stategic points

Would you rather have it so the enemy gets resources, or no one gets them? Idealy YOU would want them, but if they come at you like its going out of style then the smart thing to do is deny them resources rather than giving them away. Read about General Sherman from the Civil War. (Sherman tanks are named after him) He destroyed ANYTHING that could have been used by the South (after taking whatever he needed first) like houses, clean water, livestock, fields of grain, etc.

Yeah, scorched earth is even handy on the offensive. A number of times i've pushed up with my two Panthers and some PGrens, uncapped some control points on teh way, only to be forced back by Fireflies and those pesky At guns the US have. So while i micro my Panthers out of harms way, before moving them back to my base, i have most of my remaining PGrensfight a delaying action, while getting one squad to scorch any neutral or my points along their advance before retreating. It really slows them down, and even playing with Warnstaffs Advanced AI mod, the AI doesn't repair them sometimes, and when they do it still takes them a while, thus slowing them down as they don't get resources while those points are scorched, the brits can't build defenses in that sector, and it take sappers or engies time to repair them, thus tieing up men as well.

...And whilst the enemy is farting around repairing the points, PE could launch a counter attack and hit the repairing points, go around them, hit the enemy mainbase, or all of the above. "Never interrupt your enemy when he is making a mistake." - Napoleon Bonaparte

maybe I mis-asked my question. I do in fact realize the strategic value of using scorched earth tactics they are my favorite doctrine to play in the whole game but right after I posted this. I encountered one of the people above mentioned. as I was capping points later in the game my own teammate was moving about happily destroying them (with absolutely no value to the team effort) so maybe in a patch they could fix that but I assume it would be pretty hard since all strategic points count as "team" points instead of "personal" points which is a good idea in and of itself but unless you secure points with listening posts or scout cars then your so-called teammate can obliterate your resource income and his account cannot be taxed for team fire because who is a moderator to say it (the point) wasnt at risk of capture........ which is why the ability is made.
