Vista is weird at times. on my main pc i can add the commands to the end of the shortcut in the games section, in my other pc's i cannot. Either way, go to the game dir. C:\Program Files\THQ\Company of Heroes and right click the EXE and make another shortcut on your desktop, then right click that shortcut and go to properties and add it just like in XP.

i extracted my downloaded maps to the mp folder but i still dont see them in game and i put the -dev on the end of my shortcut.

is there anything different in vista that the makes the game not able to read the mp folder?

also, is this the right path? "C:\Program Files\THQ\Company of Heroes\WW2\Data\mp"

Not sure about Vista but the correct path is \Program Files\THQ\Company of Heroes\WW2\data\Scenarios\MP

You should really have two shortcuts, one with -dev and one without. In multiplayer, if you start your game with -dev, you can only play with other people that are using it.
