Well the allied forces are already predefined to be used in skirmish mode. Either way, under the pictures of axis and allies there is a box where you can choose which one of the forces you're going to choose and the pc's difficulty. As easy as that hope I was of help

Forget it I only understood after a bit of thinking that you wish to know if you can control the forces of the allied bots you play with. I don't think that to be possible, because I tried many times and I couldn't. Anyways, sorry for the mistake.

You can't control your team mates but you can turn them off if you want too. So you could play 1vs2, 1vs3 or even 1vs4. I think you are then able to use thier HQs aswell, so its like controling them.

In multiplayer, when an ally leaves, it gives control of their forces to a random player, but I don't think you can do it in skirmish.
