Slowing them down even more. Make them slightly more vunerable to weapons designed against heavy infantry. put a cap on units to stop the vast amount of spam, decreass the maximum amount of generators. That sort of thing

yea. for every increase in max squad cap, you need to pay up some power resource.

A way to maybe even the necrosn out a bit, would be to make time an actually usable resource, like you require waagh for orks, say you would need a minimum time % in order to advance certain places in the tech tree.

and there needs to be a solution to the Ressurection Orb. You can send in a huge army w/o the Necron Lord, let them do as much damage as they can, let that army die, make a new one w/ the necron lord, and then he gets to revive his previous army and surpass squad cap!

fix that so it cannot surpass squad cap.
also, make sure that the monolith only has its super weapon, not all the gauss guns on it also. that thing alone can take on an entire army and not take much of a beating. even a lascannon takes a bit to destroy it.
Maybe putting a timer on the resurection deal, like a unit may only be resurected if slain recently, thus preventing the scenario you just outlined, because his old army wouldn't raise. Just make it like ressurecting units in warcraft or animating the dead, you require fresh corpses.
