No one knows when the tools are actually coming out and there are a lot of threads on this same topic.

To my knowledge, there aren't going to be any mod tools released for DC. Maybe, a patch of some sort but no new mod tools. Also, you can make maps for DC but i think you need to do a bunch of stuff to get the mod tools to work with DC. Here is a link to something that help convert decals from Winter Assault to Dark Crusade. Note that it is a mod, so you will need Corsix's mod manager fix to access it. http://forums.relicnews.com/showthread.php?t=119680 Props should go to Deviant Ghost for creating this workaround for mappers and Corsix for their mod tools work around, and if i forget any other, sorry bout that. Props go out to you also. You know who you are.

On the topic of making a mod for DC with the mod tools, it is still difficult with the work around but it still works. Hell, i managed to have one huge mod for DC at one point by combining several mods into one. I got rid of it later on but it was still possible and my mod skills are at beginner level at best. Point is, there is really no need for a new set of mod tools, it would be better to get a patch here or there.

Also DC had a patch come out today but it was a small patch and some do not need it. I forget what it did (something about language and online access), but you can download it at relic. http://forums.relicnews.com/showthread.php?t=125494

Next patch is for balancing and after that is a patch for mods i believe.

In any event, i hope that helped.

all in all, you may have to wait a while for your tools. most modders are sticking to WA for now so you wont be able to mod DC with much success for now. at least no more than the small mods released so far
