Well I'd say if done properly the tau have the best starting squads, because if done properly you can create your vespids 1.00 - 1.15 and your tau commander, 1.20-1.27. Vespids not only can destroy buildings faster with their destabilze ability but blow back infantry with their other. Vespids can easily destroy a power generator and stop units from capping points.

i still say scouts, i had 3 squads o scouts with 4 snipers each and a skull probe, they were cloaked as well. i kid you not, online i held off 2 maxed out armies of guardians and space marines with just those 3 squads of scouts, they rushed me and i wiped them out without loosing a building or unit except for a servitor lol,

another good starting unit are the necron warriors

Vespids are a Tau mini hero, not their starting squad. Tau starting squad are stealth suits.

Also necron warriors are not the necron start unit either. Those are scarabs - i.e. your first capper unit.

Thats not neccessarily true, vespids also come from HQ all you need to is build the barracks and still within tier 1, but anyways if thats the case, eldar are rather vicious for range if you play eden and mass them in DC.

Also necron warriors are not the necron start unit either. Those are scarabs - i.e. your first capper unit.

Im sorry but that's wrong, scarabs are your builders not your starting troops, only thing unique of necron is that their builder's are the only unit that can decap and cap points. They have no combat ability.

The best starting units with all the upgrades are the marine scouts equipped with snipers and skull probes.

The best starting units in order to rush are the cultists if you use force labor ability to your heretics you can build fast an armory and a plasma generator and equip them with grenades(only in dark crusade because in soulstorm against a Dark Eldar this attack is meaningless).
