I haven't played either game yet, but from what I've seen, watched, and read, Doom III would have to be scarier, moving around in the 1st person gives you a worse view of the enviroment (and thus your enemies), then Silent Hill, which is 3rd Person.
trust me, silent hill makes up for that with lotsa of scary music, enemies that pop up from behind, really dark scenes, and disturbing enemies that dont look like anything in real life and can only come from ur mind.
Let me ask you this. Would you be more afraid at a haunted house (doom 3) or walking into a room only to find people brutally murdered, skinned, and hung from the walls (silent hill)? Opinion!

3rd person games don't scare me at all. It's like...gee...my character died, so I'll just reload and try another way so my character doesn't die. I don't play console games, just PC games, but I took a look at the trailer for SH3 and the screen shots for SH2, and some of it looked just stupid. A screen shot for SH2 looked like there is a monster with the head of a rabbit and the legs of a human. The trailer for SH3 looked like the monsters are just weird, not scary. I don't seem to be able to play the trailer for SH4 so I can't comment on that except that it appears to have 1st person ability so I'll give SH4 1/2 a point for that. But, with that said I don't think I would want to buy Silent Hill cause I'm more interested in blasting things than being scared. When Konami asked who wants to hit stuff with a golf club I did not raise my hand, cause it was holding a plasma rifle and pointed at something that was more interested in killing me than just standing there looking ugly.
Eh, I don't really wanna start comparing the two. But since there is a thread for it, I will. To me, Silent Hill and the series seemed more 'disturbing' than down right scary, and I guess that never got to me. So I have to say Doom 3, just because It made me jump several times, which has never happened to me while playing a game or watching a movie.
I agree with Shizno. Silent Hill had some scary moments, but it was more the whole atmosphere for me. It had alot of "disturbing" moments in it. I compare it more to the feel of the Resident Evil series, but done alot better. I've just about lost my bowels in more than a few parts of Doom 3. Everything in Doom 3 comes together to make a pretty damn scary game.
