I was wondering if someone knew how to change the intensity of a light, and such, I'm making a big map and want the lighting a certain way for good shadows and I can't figure this part out, thanks

Visit the "Unofficial doom III Tutorials | Reference list" thread.

It's bound to have lighting information, if not a tutorial on one of those links.

No all those tutorials are way to basic they cover putting a light in but not changing the values for lights and I can't find that option anywhere in the editor

I suggest checking out "Radiant" light value tutorials. As radiant is what the DOOMedit derives from.

Just press J. brings up the light settings, then F3 F4 will turn the preview into a dynamic preview so you can change the values and see it in the window.
