I have a 9800 pro with 512mb of RAM... I used to be fine getting about 50-60 fps constantly, but I tried to tweak some config settings, they didnt work, so i reverted back to the old config, and I started getting very bad fps, 20-40 on medium quality... So i then changed it to low, and it would remain same, on my timestamp it would average 44fps. So i looked around and found some setting that makes the game look absolutely shitty, and ran timestamp, and still averages about 45 fps. I have no idea how this could be... I even did a fresh install and it still remains same... I dont get it  . iD hates me :(

Hmm, since the reinstallement did not seem to solve the issue, you might try reinstalling your graphics driver software, preferrably the latest ATI drivers. Browse Guru3d and see if you cannot find the lastest drivers. ;)
