Yes, as said in the requeriments, this is a mod for Doom 3 patched to v1.3.0 only, not v1.3.1 !!!

Or you can use it without BLOOM with v1.3.1 patched D3 if you remove the gamex86.dll library from the .pk4 file on the mod.
