Oh, that's cruel, lol. It's in Delta labs 2A. Look around. There's a door , and the code for it is in Mike Abrams's PDA entry. Of course one of the numbers might be wrong. Or you could try this:
CTRL + ALT + ~, then give all.

It is also located in Hell, in an area where you must figh 2 or 3 Hell Knights. You should find it behind a rock on the edge of the grould (I'm leaving out the details).
