I play DoW and have many mods. However, it is frustrating constantly switching. Does anyone know how I can combine a Mod, e.g. having Tau and Steel Legion with triple troop and support caps (Tau Expansion, Dawn of Steel and Total War)?
It can be done, BUT you have to ask the mod teams permision

JUst Modify the Module files, where it says required mod 1(2,3,4 etc) just add mod names, and that's it, i dont think he has to ask for permission if it is for private use.
well in essence he doesnt have to if its for pirvate use however contacting the mod teams isnt really that hard, its like what three emails/posts and in that sense he wont feel as dirty on the inside.
BEWARE: mixing mods can make the whole thing unstable, as i have heard

hi you can combine mods using the winrar program it takes some pratice but if you take say the necrons mod in rar form change the name of the file in the rar to tau mod then install the tau mod in to your game copy the necrons rar in to your dawn of war folder then extract in to the folder it will just update the tau folder not overwrite it and you shoul be left with necrons and tau as both playerble races it works with others ive got tau tryniads and necrons all on the same mod using this techiqe it just takes trial and error
It can also cause the AI not to work, depending on whether the Mod is using the latest Skirmish AI. And if two Mods change a single file then you can't merge those changes, it's just the last one takes priority (which can probably cause the instability Pugman mentioned)
