I believe it's all included in the Relic dev kit, which can be found on dawnofwar.filefront.com. Try searching for << Relic Developer's Network Tools >>.
Relic is full of tools, though.
To make new models you need the mod tools (they contain an exporter) and you need 3DStudio Max (yes, the program that costs several thousand dollars for a license). Only 3DSMax has an exporter to convert its model in to game models. I think searching "mod tools" is more likely to find results on DoWfiles.
As for texturing, you need my Dawn of War Texture Tool. Relic's mod tools assume that anyone wanting to texture will be doing it at the point of exporting the model to the game, and so don't include a stand-alone texturing app.
This question has been asked before, and the answer is located inside the FAQ I created. *sigh*
Cheer up, you'll get used to it eventually. Stickies and FAQ threads mean very little to a lot of people and they think it's less effort to just ask rather than looking ;)
Yeah, I've realised that. Ah well. It saves typing answers out now, I can just post links. :D
