meaning, if i put the lights setting in graphics from low to high or vice versa, the info says it adjusts the number of dynamic lights. now my question is, what does this mean n what does this control that i will know a difference in-game?

Dynamic lights are lights from muzzle flashes, explosion, and other effects. i.e. dynamic as opposed to static. You can se the difference for example when IG gun turrets fire they light up nearby units or buildings.. (not the ground). Setting the option to high simply increases the number of these light sources simultaneously visible on the screen, graphics wise it doesn't make a huge difference but it's a nice effect.
