Do you have to download all the patches when you go online to have the ability to play online?

Kind of. If you want to play online, it'll automatically update you to the latest version. There are ways around it (can't remember it quite at the moment) but they won't let you play a v1.3 against a v1.4, they'll just stop Gamespy trying to update your game (because it thinks it's already up to date)

You'd only be able to play online against people who are doing the same trick, and since 1.4 has been out for so long it won't be many people at all. The trick originally came out from the Mod teams when 1.4 was first released - the modders wanted to play online, but they didn't have mod-tools for 1.4 and so wanted to keep their game at 1.3.

The best way to play online now is to patch the game up.

No, but you can copy the Dawn of War folder to a new location before you patch it up and have a 1.3 version (for Mods) and a 1.4 version (for online gaming). That's how some of the modders manage to get versions of Mods running and tested with multiple versions. I've got a 1.3 and a 1.4 install.
