Yes you can OPEN it in wordpad or something, BUT it will all be garbage. Seriously, you do need C++. More importantly, you need to know how to use the bastard. And this isn't something you can really learn just like that. If you're young like me, take a computing course in college for a start. Otherwise, good luck trying to learn by yourself.

Must be a Dutch way of speaking it... Where I come from (the Netherlands) and we learn a new skill, then we say that we have masterd the skill.
Anyway, I learned how to use and program in Visual C++ in 3 days...

C++ is made by Borland. You can buy it for about 1000 - 3000$ and for about 70$ you can buy a "programming for dummies" thing.
