how do i put lights and fx runners in a model with 3d studio max 4 cuz i wanted to make a saberhilt with light and fire

first of fx_runner no way. You can put lights and fire though a different way, you can use shaders. First of you will have to make the flames a part of the model. same with the lights. It will be very very tricky but it can be done you will have to make a custom hilt that is mapped to 3 texures one for the base skin, one for the lights and one for the flames. you then will have to make 2 shaders for lights and the flames. the flames can be done with an animap and the lights can bed done with surfacelight. It won't be easy, and it will be diffilcult to say the least.

I don't have the link to the shader manual. but It comes with GTKradiant. If you look at the shader for cloakableshadow trooper you will notice he applies a shader to the default saber and it cloaks all the time. and if you look at the map jk_tourney2 you will see how they did the animate flames, and most likely the lights as well. so all you got to do is point those shaders to tga's or jpg you used for the skins. If you have any problems let me know. I am 90% positive it can be done.
