i need a transparent texture in my map but i dont know how to make it. i need to make it so that only a part of the texture is transparent. if anyone knows how to make transparent textures plz tell me.

Sounds like you need a shader, a tga with an alpha channel and the shader code to complete it. If you have Photoshop or something like it, look for tutorials on how to make alpha channels. I'm not sure exactly what you want or what your understanding level is so I can't give you any shader code until you describe it more.
u dont understand. i have a texture and some of needs to be 100% transparent but not all of it. i think i need to make it a shader, but i dont tknow how...

yup, Shader using a .tga image with an alpha channel is what you need. So do some hunting on each of those. There are lots of shader tutorials arround, and for alpha channels you will need to find out how your paint program makes them.

i know a little about shaders but i cant find out how to make a part transparent and the rest visible. plz give me the code or a tutorial to do this.
