That is a good question.....but i think it can only be The Rebellion vs The Empire.
That would be weird...a Rebel Civil War...
It would be more weird to have a strategy game without the possibility of mirrors. If there isn't you've got to consider that then one person may not get their chosen side, so it forces them to play an army they would not be good at. This kind of thing gives an unfair advantage to those mediocre in one army to those expert in one, but who have put no time into the other.
For the record it helps to know both races, but hopefully you can see my point. Mirrors are an important part of RTS'. Sure Rebel vs Rebel will be odd, but it won't be any different to the other kind of mirror match ups out there in other games.

We see a "civil war" in every RTS, why not here? But I think it would be only available in skirmish mode, the campaign will propably be RvsE-only...
Right, the campaign wouldn't make sense if it was RvsR. But I think it will be stupid if they have it that way in the skirmish mode. If they do that then they might as well make it so more players can play. RvsRvsEvsE would be stupid.
Well maybe it's upto the player who he wants to fight against. AQll options should be open for the players, as it's their choice...
I apologise. In my previous post I was thinking only of skirmishes, blissfully unaware that there was a 2 player campaign mode. If it helps confirm things, straight from the Petroglyph site:
In addition to the single player campaign mode, the game will include a two-player Empire vs. Rebellion mode and up to eight player online skirmish modes.
Notice how it specifies Empire vs. Rebellion. So multiple race skirmish only, exactly as people worked out... even though I was a little slower to it.
