Im pretty new to the Elder Scrolls series but i have fallen into a state of obsession with Oblivion . Right now i have a sword that has some magical effects but its "charge" is now 0 and its just an ordinary sword. Is there some way to charge it again? Or is it gone for good? Ive looked around many shops in the first big main city you get to (Tamriel i think its called...cant remeber) and havent found anything. Please help :(.

Euh, normally (it was like this in morrowind) you can let the weapon 'rest' for a little bit, go to sleep or something and it will have recharged. If that doesn't work than you need to get a soul gem and insert it into you weapon, this will recharge it. Since a gem costs some gold and resting/sleeping, doesn't I suggest that you sleep first and if that doesn't work you buy the gem.

Yeah, sleeping or resting worked in Morrowind, perhaps it will work in Oblivion too...

Perhaps you can buy one from somewhere, maybe in a smaller town that you've not visited?

In Morrowind, couldn't some of the folks in the Mages guild recharge magical weapons for you? It's been a while, but I think I recall something like that.

Yes in Oblivion you can recharge your weapon at practically any mages guild, just ask around untill you see someone with a lightning symbol in the dialog options. Clicking on that will give you the opportunity to recharge your weapons, they are very expensive though.

Other options are buying or creating a filled soulgem, and use that to recharge your weapon. This option is cheaper if you can perform the soultrap spell and have found some soulgems.

There are also certain stones that charge your enchanted weapons called Varla stones, I have only encountered them once but they were discharging in the elven ruin that I was in and they nearly killed me so I have no idea how to harvest them.

I have picked up lots of varla stones, some of them are worth about 50g each and a lot are left strewn around dungeons or used as light sources in bandit's caves.

Those are not Varla stones, I believe you're talking about the blue ones (Valkying, SP?) that restore your magicka.

As far as I know, the only way to restore your weapons' charge is to get some soul gems (You can find them in loot in caves/dungeons, usually), and use them to charge your weapon. Just because of that, I try to stay away from magical weapons, and go with refined ones, since they just need to be repaired, which is easier then charging them.
