When I run oblivion on my new card (uber graphics settings, 60+ frames outdoors on high) It constantly makes a rather loud, and irritating 'ticking' sound. Im guessing this is something to do with the intenseness of the game at a high video setting.. I'll try some other games, but this is really irritating. like, everysingle frame per second is a tick sound on the computer.. like it's loading something..

How about tuning Graphics card into game or changing the games config a bit. If not try change the settings on graphics card to medium or adjust frame frequency level. If none of this makes sense or is no use i will come back later with more.

Maybe the card is tuned to a different frame frequency of another game? Try changing around the configs and if that does not work PM me and ill try again to get info

What do you mean, change the configs, I said this always occurs regardless of the settings. OFF TOPIC: I tried this, and the same thing happens on HL2+GMOD
