The sound you hear is produced by the recon plane. Whenever an enemy vehicle comes into the scanning radius of the plane you will hear this typical "click"

I wonder - do you have to be Recon class when flying the recon plane for the enemy to show up on all of your team-mates minimaps? The camera click sound seems to be default and all team-mates can hear it, but sometimes when I fly the piper for instance, friendly tanks seem to take no notice of enemy tanks right next to them even though I have just given away their position.

Plus, I've sometimes noticed a few players specifically asking for a spotter for the recon plane, as though the second seat needs to be occupied as well.

Doesnt matter what class flies the recon plane, it still takes photos of the enemy movements and positions even if you werent scout.

That is true. You can give arty targets in the second position if you like. :)

it's also much easier to actively spot stuff in the second position (so the minimap icon lasts much longer than the simpler recon). On Aberdeen especially you can easily report the position of half the enemy army with a dedicated pilot+spotter team.
