I am able to run FH2 at medium settings except for texture. If i put textures above the lowest setting I have very low framerates. My computer has 1.5 gigs of ddr ram and a Nvidia 6800 with 256mb ddr3 video ram. I am unsure what has cause this problem and it is most frequent on the new maps in 2.1.

Judgeing from the fact that you have only 1,5 GB of DDR RAM and an older video card, some sacrifices have to be made if you want to play the new maps on medium texture settings.

Have you tried turning down your ingame 'lighting settings' to 'low' and turning both your 'dynamic shadow settings' and 'dynamic light settings' to 'low' or even 'off'. I have an almost similar machine and have a way better framerate on medium textures if I turn the above settings to low or even off. For more information on tweaking BF2's ingame video settings see:

TweakGuides.com - Battlefield 2 Tweak Guide

Also don't forget to clear out your BF2 and FH2 video cache directory with the toolbox or manually before you change your ingame video settings.

In the FH2 Toolbox go to 'Tools' > 'Delete Graphic Cache'. Or go to ''My Documents\Battlefield 2\Mods\FH2\Cache". In this directory you will find one or multiple maps called something like {D7B71E3E-4302-11CF (...) just delete them. After this, start up FH2, configure your new ingame video settings, start a local game so BF2 sets up a new set of new video shaders. Enjoy!

The video card isn't old i bought it new at microcenter 1 week ago just for fh2. The other settings do not effect framerates at all, only the texture level effects framerate. I will take the clearing shaders into consideration.

Your card itself is not old, you've just bought it. But the technique used on it is old, the Nvidia cards family is at 9xxx right now. I just hope you got the 6800GT because it performs much better than the basic 6800. Also check the suggested tweakguide, it has great tips on how to set up BF2. But keep in mind that FH2 requires much more power than vanilla BF2.
