I think you overestimate the hardness of many lock cases. Depending on your type of ammo, it'll just make a hole in it. Also, when you shoot a padlock, I'd nail the hinge or the bit of metal the lock is attached to.

Or you could just shoot it at an angle, so stuff ricochets off away from you.

Slightly offtopic, but BEST-INJURY-EVAR--guy in the village where I grew up was trying to shoot a bunnyrabbit he was holding by the ears. He killed it, but he shot down at its head. While looking down at it. And standing on a concrete floor. One eye out, slight brain damage. There's poetic justice. Go bunny!
