It's an award-winning advertisement against fascism. I remember seeing it in history class years ago.
The woman basically says that they're misunderstood and have problems normal people don't even think of....in reference to the "problems" that apparently come with a permanent Hitler salute. At the end, she states that social projects can help them feel again as an accepted member of society (the two holding the clothes line).
Obviously it's just supposed to be a mockery of certain Neo-Nazi habits which are exaggerated in the clip. It's supposed to display them as pathetic and not to be taken seriously. Personally I think the radical right is a big problem, and shouldn't be taken lightly.

yeah i remember that one, long time since i saw it though. The last part is the best, didn't remember the one with the cloth line, and she says "heil hitler" so he straightens it again.
