Indeed, suppresion effect along with harder aiming in FH2 (I realy hope it'll be hard to hit anything with the circle crossair, even in close quarters combat) should make combat more realistic and have people die a bit less often, unless ofcourse they would be ramboing no matter to anything. And just in case, I know that in real life one can stay calm under fire and not nececarily react by swaying to every bullet, but also in real life one will care alot more of his life since he won't respawn. And because we can't make people care much about their lives in game, we should unless try to make them keep covered in another way.
Totally agree, anything to improve the use of tactics is welcome, suppression effects being one of them. I'm not sure but didn't the devs mention they were going to implement a suppression system ? Also, and I have posted this a few months ago, a way for a squad leader to graphically, ie. on the map or on-screen like the current BF2 system, show every single squad member what he has to do would improve the ability to use tactics tremendously. It'd be kinda like the way the commander can give orders to squads now, the squad-leader could do the same for every soldier in his squad. And yes, this will probably work on a pub, most people are willing to follow orders if they have proven to be more effective than ramboing and as long as it's fun and they get their kills :p
I think, even the orginal BF1942 had systems that aided flanking - If i hear a bullet whizz loudly in right earpiece and head a PING as it hit the wall next to me, I'd duck first thing. For commanders to be able to visibly tell teams apart, signal or call for a flank or suppresive attack, that would definitely add something to get players to play in a team. Other suggestions include other players on the same side being able to tell who is on each squad - Say, including or instead of a name floating above their heads - That way when a player sees a person from his squad, he'd feel more at home and be ready and willing to play in a team. Those that ignore even this and decide to play out of orders should defintely be booted off servers. Also, if Ai for bots allowed them to also note squad differences and ACTUALLY crouch when being fired at, this would also aid players to want to play in a team. Apart from literally making everone die as soon as they get 2 meters away from their respective squads (Which would be TOO much), there really isn't much else major that can be done to improve flanking and suppression. Maybe a louder or more noticeable effect when bullets fly by or hit the dirt close to you would help force players to duck and thus, be flanked... The health system in FH over BF means no one really wants to get hit even once - That ought to be enuff...
Normal effects as described by you don't work in games because players are not so afraid to loose tehir virtual lives, they have to be forced to behave like they would be supressed.
