I think the spotter plane takes too many people to be effective as an artillery spotter in battle and thus never gets used for its intended purpose. To use you need:
1. A good pilot 2. A sharp-eyed spotter 3. A ready artillery gunner
Using these three together takes an extreme amount of skill and cooperation that is very hard to come by on public servers. The only result would be a semi-effective barrage. These three people will almost always decide that 3 tanks would be about 10x more effective. Thus people don't do it.
If you made the pilot of the spotter plane able to give spots then you reduce the personnel requirement from 3 to 2 and reduce the teamwork requirement of the spotter plane to almost nil. Of course a dedicated spotter will be better if players are so inclined.
If you want this rather nice system to be used at all you have to decrease the "cost" in terms of teamplay and player numbers relative to the "payoff" in damage to the enemy.
I agree to this. For the same reason the tanks are controlled by 1 player, so should the spotter require only 1 player to spot targets if possible. It will also give the looking-down camera a much more useful purpose.
If i remember (Correct me please), the Strosser or the German Spot plane have 2 or 1 MG17 no?
Maybe on late maps, just for fun and realism.
It's a scout plane.. I don't think the Storch or any of his relatives have MG's mounted :p But I could be wrong.. Planes are not my subject!
The german recon plane indeed has a position to include a MG of some sort (MG15 most likely) but for a reason unknown to me it wasnt included. Toddel's answer would be: Coder wanted it that way.

land somewhere and act as mobile MG... lol
I spot targets in the scout plane by myself. It isn't that hard at all. Just switch seats, spot, then fly away. Oh, and make sure you're above the target before you switch.
