Some of that could be due to how well the both paths and logic were set up, not neccesarily bot-specific AI.
And I'm quite sure with 25% CPU 10 bots will be smarter "per bot" than 25 bots.

Bots use special behaviours to make decisions and pursue them. If you turn on ai debugging, you can actually see what they are "thinking". If you see any just standing around, they are usually using the "idle" behaviour. Most go idle because the SAI doesn't have any information to give them at the moment. Of course, giving them less power (cpu slider) will generally result in more bots going idle. I wouldn't exactly call it "making them smarter" but if you are using a good amount of bots, you will need it turned up if you want bots in the background to be active. There are tweaks you can use to get them more aggressive as well as setting bot skill up all the way.

I have Intensity mod...But that makes active bots more agressive, idlers dont reduce exactly...Especially in a map like Iwo, the bots all get content after we...Actually 'I' - cap the suribachi bunker flag and group around the AA gun near the airbase, I can only dislodge them with a grendae or explsoive pack.... And that sucks. This happens Intensity or no intensity... What's more intensity deosn't work with the Mappack 6 maps so...
And how the heck can a bot idle 2 feet away from an enemy bot!?
