Not only that but the best rounds usually used a tungsten core and they were never available in large supply even for the Allies.

US TD crews got first priority on the APCR and T-4 tungsten core HVAP rounds but even they didnt get them on a regular basis until spring of '45. Brit APFSDS were still rare a tthe end of the war.

Soviet "Arrowhead" rounds didnt become available til spring of '45 and they were in short supply as well.

Sherman crews usually were able to obtain a few rounds by trading "merchandise" for HVAP round, but nothing like numbers to consider it a regular combat load.

what about having some of the tanks spawn with better ammo but only a limited number of it, then they would change bck to regular.. oh and a sherman wih a good round can take a tiger head on....!!=]

Because there is no "best" ammunition type. You use fragmentation grenades against soft and lightly armored targets and tungsten core ammunition against heavily armored ones, but using tungsten core ammunition against soft targets is absolutely useless.
