I think his point is that there are several types of tanks with multiple driver/gunner potential (I assume he's talking about the M3 Grant and other multi-turret vehicles.)

I still think it should be possible to have one guy both drive/gun, and to "unlock" the driver's position for a second player if he wants to. Assuming that's possible.

Multi-turret or tanks that have the main gun in the hull but still have a turret (like the Grant, as FuzzyBunny says).

I am assuming that the FH2 tanks will operate the same as the tanks featured in FH 0.7, where in most tanks, the driver will be able to drive the tank and use the turret+coaxial MG (if there is any) while the passenger/s will be able to use the other MGs mounted on the either on the hatch or hull of the tank. :)

I laughed alot when I heard that, my dad's a computer consultant. I'll never trust him again.
