To an extent yes, if you have to identical guns but give one a noticeably longer barrel teh longer barrel gives more time for the gases to effect the velocity of the shell so you should get higher velocity. Add to this that most long barrel guns used a larger shell casing with more propellant and voila you have a high velocity gun. The amount of rifling also affects atability over distance too.
Caliber is also a term used to express the barrel length so caliber does affect the velocity.

As in Germans get PzGr39 but no PzGr40.
Because Allied rounds sucked at beginning of war and got better later in war do they use worst ammo for early war or worst ammo for later war?
That could make a drastic difference.
i have no idea...i was always under the impression it was worst...mabye its the worst type of ammo for that year.....so the allied ammo woudld be gradualy getting better?

I know the german tanks are coded to use PzGr.39 ammo.. which wasn't the worst (it was in fact very good) but I don't know much about any other nation's tank shells, aside from Russia and their relatively low quality compared with most other nations.
yea the russian had poor ammount of tank ammo becuase they were quickly massly praduct,becuase germans have already conqure 1/4 of ruassian and were closing on Mossscow. This is the same thing with the french tanks to.

Another problems was the Russians desinged a hard and pointed AP round that was too hard and often deflected. They studied captured German PzGr.39 ammo and the Soviets redesigned their AP ammo and had alot better success with it.
